It was a year ago that my predecessor, Derek Walker-Smith, came here to open your last Conference which, as your Chairman has reminded you, was the first one to be held after the passage into law - though not yet after the coming into effect - of the Mental Health Act, in which he himself had taken an important part. This year I am no less glad than he was to be with you at your opening session - it is not the only thing to which I succeeded him as Minister of Health since the inception in January of this year of long term planning in the hospital service.
